<p><strong>              Texas Offers Services for Victims of Hurricane Harvey</strong></p>
<p>Texas Health and Human Services is urging people to be aware of the benefits and services available to Texans who suffered loss following Hurricane Harvey.</p>
<p>“I’ve seen firsthand the devastation, and we’ve been moving quickly to line up an array of benefits and services to help people in need,” said HHS Executive Commissioner Charles Smith. “We’ve been working closely with our federal partners and our folks on the ground to get food benefits rolling and do what we can to help simplify life for people affected.”</p>
<p>Texas HHS has mobilized various agency programs to help Texans. Here is a recap of some of the benefits and services Texas HHS offers.</p>
<p><strong>FEMA Grants</strong><br />
Texas HHS has processed more than 80,000 grant applications for federal aid for people whose property was damaged by Hurricane Harvey. The Federal Assistance to Individuals and Households program and the Other Needs Assistance program can provide money to help repair private or household property damaged in a major disaster. Texas HHS is quickly processing applications in batches in coordination with FEMA and the Texas Comptroller’s Office.</p>
<p><strong>Early Food Benefits </strong><br />
Supplemental Nutrition Assistance Program recipients in the affected counties had their September benefits automatically loaded Sept. 1 onto their Lone Star Cards. Normally benefits are staggered among recipients throughout the first half of the month. With this change, Texas issued $160 million in benefits early to more than 600,000 SNAP households in counties affected by Hurricane Harvey.</p>
<p><strong>Replacement Food Benefits</strong><br />
SNAP recipients in the affected counties saw a percentage of their August benefits automatically added Sept. 2 to their Lone Star Cards to replace food that was lost during the storm. With this change, Texas issued replacement benefits to more than 716,000 SNAP households in the affected counties.</p>
<p><strong>Disaster Food Benefits</strong><br />
Texas HHS is continuing discussions with the federal government to request a Disaster-SNAP waiver that would offer short-term food benefits to eligible families recovering after they return home following the disaster. If approved by the federal government, D-SNAP benefits would be available in a phased approach in the coming weeks to eligible people who aren’t currently receiving SNAP and are residents of one of the counties with a federal disaster declaration.</p>
<p><strong>CHIP Co-Pays</strong><br />
The Centers for Medicare and Medicaid Services approved the state’s request to waive Children’s Health Insurance Program co-pays and enrollment fees in response to Hurricane Harvey. CHIP clients who live in a county included in the federal disaster declaration will have their co-payments and enrollment fees waived through November 2017.</p>
<p><strong>Counseling and Behavioral Health</strong><br />
Texas HHS has deployed behavioral health professionals to provide support for first responders in the greater Houston area. Staff continues to assess behavioral health operations and resource needs in shelters across the state, including the possible need for additional behavioral health training for shelter staff. Texas also has a plan to allow licensed medication-assisted treatment providers (methadone clinics) in Texas to receive funds so that displaced clients can receive necessary treatment.</p>
<p><strong>Insect Repellent</strong><br />
Texas continues to offer an insect repellent benefit for certain populations to help prevent Zika transmission. Widespread flooding increases the likelihood that people could encounter the types of mosquitoes that are capable of spreading disease. Pregnant women, women ages 10 to 55, and males 14 and older can get one bottle of mosquito repellent a month from a participating pharmacy if they are in the following programs:</p>
<ul>
<li>     Medicaid</li>
<li>     Children&#8217;s Health Insurance Program</li>
<li>     CHIP-Perinatal</li>
<li>     Healthy Texas Women</li>
<li>     Children with Special Health Care Needs Services Program</li>
<li>     Family Planning Program</li>
</ul>
<p><strong>WIC</strong><br />
Several WIC clinics have reopened in the Houston area. WIC families who evacuated and lost or left behind WIC foods or formula can go to any open WIC clinic to get prorated replacement food benefits. Families can visit TexasWIC.org or call 800-942-3678 from 8 a.m. to 5 p.m., Monday through Friday and select option 3 to speak with an operator who will help find an open location. Additionally, WIC is offering breastfeeding assistance 24 hours a day via its lactation support hotline at 855-550-6667. WIC is the Women, Infants and Children Program administered by Texas HHS.</p>
<p><strong>Flexibility for Nursing Homes</strong><br />
Affected long-term care providers such as nursing and assisted living facilities have been granted temporary exceptions to certain state and federal requirements, in part to help them more readily accept evacuees. Facilities were allowed to exceed their normal licensed capacity to receive evacuees, with approval from Texas HHS. Affected facilities also did not need to comply with state admission, transfer and discharge notification rules for residents being evacuated. Texas HHS continues to monitor the status of facilities and assist as needed.</p>
<p><strong>Flexibility for Medicaid Providers</strong><br />
Texas HHS has been working with the Centers for Medicare and Medicaid Services to get flexibility in administering Medicaid while Texas continues to recover from Hurricane Harvey. With approval from CMS, Texas has been able to waive or modify various federal requirements related to health care provider participation, certification and licensing. Texas can allow providers enrolled with another State Medicaid Agency to provide services in Texas and can enroll providers with Texas Medicaid through an expedited process with a more limited set of minimum requirements. The state has also been successful in obtaining relief from specific sanctions or penalties.</p>
<p><strong>2-1-1</strong><br />
The Texas HHS 2-1-1 call center has fielded thousands of Harvey-related calls for information about disaster assistance and other services. 2-1-1 has increased its staffing and volunteer counts to handle the increase in call volumes due to Harvey. 2-1-1 helps connect Texans with disaster-related information and resources, including how to apply for benefits and how to access replacement benefits for food lost as a result of Harvey.</p>

Michael &amp; Susan Dell are leading the charge to raise $100 million for the fund. <p><strong>The Salvation Army  &#8211; Waco</strong></p>
<p>Our canteen was dispatched to Victoria, TX on Wednesday, August 30th.  They have served meals on a daily basis in Port Lavaca.  Our volunteers report that they have served 3323 meals, 4167 drinks, along with snacks and other supplies. Special thanks to Wayne Branscum, Tyler and Laura Stevenson, and Janet Harrison.  They will be on duty for 14 days before we send in a new team.</p>

<li>Our Salvation Army/Red Cross shelter was activated Sunday afternoon with fifty beds at 1225 S. Jack Kultgen Hwy.  One family has stayed with us and will seek additional assistance through our social services.  It is expected that our location will go on standby again this week.</li>
<li>Our Social Service team is giving out food cards and canned food locally to evacuees.  Last week, we served people from the following locations:  Vidor, Spring, Houston, Victoria, Anahauc, Dayton, San Leon, Alvin, Pearland, Port Arthur with a total of 14 gift cards, 44 bags of food, 104 referrals, 6 Infant Supplies, 34 Emotional and Spiritual Care/Ministry of Presence Support.</li>
<li>We are not taking clothing donations at this time and refer people to the local churches who are gathering items to take in eighteen wheeler trucks.</li>

<p><strong>Waco to Open Shelters Sunday Afternoon &#8211; </strong> After remaining on Standby as directed by the State,  the Waco-McLennan County Office of Emergency Management has received a request from the State asking that we activate our shelter plan for <u>self-evacuees as opposed to them sending us people.</u> Based on that notice we plan to open the Church of the Open Door located at 900 N. Loop 340 as the Reception Center on Sunday afternoon, September 3<sup>rd</sup> in anticipation of receiving evacuees seeking shelter or assistance. Message boards along highways as well as social media and other communication efforts will direct those seeking shelter to the reception center.</p>
<p>The Reception Center will determine any immediate needs and place evacuees in one of the shelters set up and managed by the American Red Cross.  Volunteers who have attended the mandatory training will provide for the needs of the evacuees.  For those interested in volunteering, the Red Cross is offering an additional training class tonight (Friday, Sept 1<sup>st</sup>) from 6-9pm at the MCC Emergency Training Center at 7601 Steinbeck Bend Rd. near the Waco Regional Airport.</p>

<p>The City of Waco Emergency Management Department is working with the American Red Cross to identify and process those in need, and while the community center is utilized as an emergency shelter some classes and programs may be adjusted temporarily.</p>

<p><strong>Post-Hurricane Rescue and Recovery Efforts for People with Disabilities</strong></p>
<p>As government officials continue to assess the damage and community needs left in the catastrophic wake of Hurricane Harvey, AUCD staff is actively engaged to ensure that people with disabilities are included in all phases of the rescue and recovery process. AUCD network members in the affected areas, including the chair of the AUCD Emergency Preparedness SIG, also have been communicating with local agencies and participating in disaster assistance integration efforts.</p>
<p>A critical priority is understanding where people with disabilities who have been rescued or evacuated are being placed and whether their needs being met. We know from previous disasters that people with disabilities are at great risk of extended institutional placement during such chaotic events. Multiple organizations are working to ensure that displaced individuals have accommodations that best match their support needs.</p>

<p><strong>What Can I do?</strong></p>
<p>It’s not uncommon for people to be separated from their durable medical equipment (DME) or other needed supports in circumstances such as these. Local agencies and the disaster response teams are overwhelmed with the crisis needs, so they are looking for <strong>credentialed locals in Texas</strong>(not immediately impacted by Harvey) who can go to identified shelters and help assess the needs of individuals with disabilities. There are resources available (instructions, assessment forms, etc.) for those who can help.</p>
<p>Those living outside the immediate Houston metro area are advised not to travel to the city, unless invited. Many roads remain impassable and there are no available accommodations.</p>
<p>Volunteer coordinators would like people identified in the next day or two. At the same time, they are working on identifying a warehouse to receive DME donations, so that when donations arrive, completed assessments will match the equipment to the right person for it.</p>

<li><span style="font-family: Garamond; font-size: medium;">We are not taking clothing donations and refer people to the local churches who are gathering items to take in seventeen wheeler trucks.  The Salvation Army Distribution locations will receive much of these donations from across America.  </span></li>

<p><strong>Help for Port Arthur and Beaumont</strong> &#8211; Calling all my Waco friends! As you know the Houston area was recently hit by catastrophic rains that flooded throughout the city. What you may not know is that on last night my hometown of Port Arthur was also hit with rain totaling nearly 20 inches over the course of several hours, resulting in the majority of the city experiencing some type of major flooding. I am asking that you would pray with me for the city of Port Arthur and the peace of it&#8217;s residents. Secondly, I am asking that if you are able, to donate supplies to create flood buckets (cleaning supplies) that can be used in the cleaning of homes that have been affected by this disaster.</p>
<p>You can buy flood buckets at Circle Hardware for $50, you can also chose to donate cleaning supplies separately. All I ask is that you abide by the criteria that has been set in the below article. It is my plan to collect donations from anyone willing to give on tomorrow and then transport them to Port Arthur. <p><strong>Yoga 8</strong> &#8211; As we have been investigating local opportunities to help the victims of the hurricane we have discovered a couple of needs. Of course, money donations directly to relief organizations are exceptionally valuable, particularly in the early phases of a tragic event. However, some have also felt compelled to physically do something beyond donations to help the victims and I think we have found an opportunity.</p>
<p>Our local Salvation Army office has requested personal hygiene kits to help hurricane victims during their recovery.  They are predicting that the emergency efforts will take at least 2 – 4 weeks and these kits will help support basic needs and reduce potential infectious disease outbreaks.  If you would like to participate, our studio will be collecting items listed in the hygiene kit until next Monday, September 4th. – Yoga 8, 6710 Woodway Dr, Woodway, TX 76712.</p>

<p>In an effort to assist local students who are unable to attend classes this semester at colleges located in regions of Texas affected by Hurricane Harvey, McLennan Community College will offer courses comparable to the student’s current course schedule and assist in communicating with their college to ensure the courses will transfer upon completion. MCC advisors are available to help plan course schedules on a case-by-case basis.</p>
<p>MCC President Johnette McKown says, “McLennan&#8217;s college and university colleagues across the state are responding to their students, employees, and constituents in phenomenal ways. President Betty McCrohan from Wharton County Junior College shared that they are doing okay but are uncertain about what will occur when the river crests. She said there is likely to be a significant impact on their enrollment and revenue, and she has never seen such widespread devastation. Sitting here in Waco, I have wanted MCC to help. We are hopeful that our plan might assist some students as they pursue their dreams.”</p>

There are actually a few more places being established as shelters to and we would like to be able to provide for those as well. <p>If I were a woman packing up in a hurry to evacuate from my home, the last thing I would think of is to throw some tampons in my bag in case I needed them. It is not a priority at that time but that does not mean it will not be a need at some time.</p>
<p>We hope to provide this in anticipation of the need as us women all know it is coming every month! Just like God knows our needs and provides for them before we know we have them, we pray God will use these products in the lives of these women.</p>

<p><strong>A Special Message from United Way of Waco-McLennan County’s Executive Director—Barbara Mosacchio</strong></p>
<p>Let’s LIVE UNITED and Help!  &#8211; Our hearts go out to the victims of the devastating effects of Hurricane Harvey. United Ways are always a powerful force in community, in particular in times of disaster like Houston and the surrounding communities are experiencing right now. As a non-profit leader in Dallas after Hurricane Katrina, I saw firsthand how effective a United Way can be in coordinating services and directing funding and support to the areas of greatest need in the aftermath of that event. Once again, I am seeing that power in force through the United Way of Greater Houston who are on-the-ground and actively raising funds to support the agencies and services meeting the most pressing needs.</p>
<p>If you would like to support the massive disaster relief underway in Houston, The United Way of Waco-McLennan County encourages you to direct your support through the United Way Relief Fund <strong>(<a href="https://www.unitedwayhouston.org/flood/flood-donation">https://www.unitedwayhouston.org/flood/flood-donation</a> ).</strong>  The United Way has reported that the devastation will be great and the community will need incredible resources to recover.</p>
<p>The Houston United Way’s first priority will be safety, shelter and basic needs, like food. Once the community is stabilized, they will focus on long-term recovery efforts.</p>
<p>United Way of Greater Houston maintains a disaster reserve fund, which will be tapped for this storm, however because of the widespread devastation already seen, the needs of those impacted will far exceed existing resources.</p>
<p>They have also communicated that disaster volunteers are needed</p>
<p>American Red Cross is seeking volunteers. Volunteer positions include warehousing, shelter management, supply distribution and administrative support. Those interested in volunteering can register at redcross.org/volunteer.</p>

<p><strong>Family of Faith Worship Center</strong> will be collecting donations of cleaning supplies, brooms, mops, trash bags, food, blankets, hygiene, and bottled water. You can donate and drop off the items by bringing all donations to the Family of Faith Worship Center located at <strong>4112 Memorial Drive from Monday thru Wednesday from 9am-6pm.</strong></p>
<p>Our goal is to load up the FOFWC 18-wheeler and take it to Houston filled with food and supplies. If you know of companies, churches, businesses and individuals that would like to donate, please have them drop off all donations at FOFWC during the designated times. We are also available to pickup larger donations from stores or businesses.
