<p>That&#39;s what happened with Hurricane Irma. The angry sister of Hurricane Harvey walloped all of Florida three weeks after coastal Texas was gut-punched by Harvey&#39;s historic flooding. The back-to-back U.S. landfalls was <a href="https://weather.com/storms/hurricane/news/hurricane-irma-harvey-landfall-category-4-united-states-history" rel="noopener noreferrer" target="_blank">a first for Category 4 storms</a>.</p>
<p>The only good news here, at least tax-wise, is that the Internal Revenue Service has a Harvey template for Irma relief and it&#39;s following it.</p>
<p><strong><span style="color: #990000;">Special consideration for Irma victims:</span></strong> The agency announced today that tax relief for Hurricane Irma victims in parts of Florida and elsewhere parallels that&#0160;<a href="http://www.dontmesswithtaxes.com/2017/08/special-tax-relief-granted-hurricane-harvey-victims.html" rel="noopener noreferrer" target="_blank">granted last month to victims of Hurricane Harvey</a>. This means that Sunshine State et al taxpayers have until Jan. 31, 2018, to file certain individual and business tax returns and make certain tax payments.</p>
<p>This includes an additional filing extension for taxpayers with valid extensions that run out on Oct. 16, and businesses with extensions that run out on Sept. 15.</p>
<p>&quot;This has been a devastating storm for the Southeastern part of the country, and the IRS will move quickly to provide tax relief for victims, just as we did following Hurricane Harvey,&quot; said IRS Commissioner John Koskinen in a statement announcing the tax relief for those affected by Irma.</p>
<p>&quot;The IRS will continue to closely monitor the storm&#39;s aftermath, and we anticipate providing additional relief for other affected areas in the near future,&quot; added the commissioner.</p>
<p>The &quot;near future&quot; arrived Sept. 19, when the IRS announced that the expanded relief now applies to any area designated by the Federal Emergency Management Agency (<a data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=http://www.fema.gov/&amp;source=gmail&amp;ust=1505945941386000&amp;usg=AFQjCNEWaZ4w6vnar3ekRrxAejRyWUDl2Q" href="http://www.fema.gov/" rel="noopener noreferrer" target="_blank" title="FEMA Home Page">FEMA</a>) as <a href="https://www.fema.gov/disaster/4337" rel="noopener noreferrer" target="_blank">qualifying for either individual assistance or public assistance in Florida</a>.</p>

<p>This currently includes parts of Florida, Puerto Rico and the Virgin Islands, specifically the following <strong><span style="color: #ff0000;">(updated Sept. 19 with latest list of FEMA designated disaster areas; click links below for further updates)</span></strong>:</p>
<ul>
<li><strong><a href="https://www.fema.gov/disaster/4337" rel="noopener noreferrer" target="_blank">Florida:</a></strong>&#0160;counties of Alachua, Baker, Bradford, Brevard, Broward, Charlotte, Citrus, Clay, Collier, Columbia, DeSoto, Dixie,&#0160;Duval, Flagler, Gilchrist, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lafayette, Lake, Lee, Levy, Manatee, Marion, Martin, Miami-Dade, Monroe, Nassau, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, Suwannee, Union and Volusia</li>
<li><strong><a href="https://www.fema.gov/disaster/4336" rel="noopener noreferrer" target="_blank">Puerto Rico:</a></strong> municipalities of Canovanas, Culebra, Loiza and Vieques</li>
<li><strong><a href="https://www.fema.gov/disaster/4335" rel="noopener noreferrer" target="_blank">U.S. Virgin Islands:</a></strong> islands of St. John and St. Thomas</li>
</ul>
<p>Note also the effective dates of the IRS relief, which are when Irma hit the various areas. That&#39;s various tax filing and payment deadlines that occurred starting on Sept. 4, 2017, in Florida and Sept. 5, 2017, in Puerto Rico and the Virgin Islands.</p>
<p>Taxpayers in other parts of Florida and other states that are later added to the FEMA list will automatically receive the same filing and payment relief, says the IRS. <strong><span style="color: #ff0000;">(9/15/17: See bullet points above.)</span></strong></p>
<p><span style="color: #990000;"><strong>More filing — not paying — time:</strong></span> So practically, what does the IRS&#39; Irma action mean? For individuals who in April got extra time to file their 2016 tax returns, they now have almost five more months to complete this filing task.</p>
<p>But as in the Harvey case, remember that when you got your extension earlier this year, you should have paid any due tax by April 18. If you didn&#39;t, the IRS is continuing to tally penalties and interest on what you owe.</p>
<p>The extra filing time also covers the last two 2017 estimated tax payments that are due Sept. 15 and Jan. 16, 2018.</p>
<p><span style="color: #990000;"><strong>Retirement money access also eased:</strong></span> As it did with Harvey, the IRS today also eased rules regarding <a href="http://www.dontmesswithtaxes.com/2017/08/irs-oks-easier-retirement-plan-loans-hardship-distributions-for-texas-hurricane-harvey-victims.html" rel="noopener noreferrer" target="_blank">loans and hardship distributions from 401(k)s</a> and similar workplace retirement plans for Hurricane Irma victims.</p>
<p>This broad-based relief means that a retirement plan can allow a victim of Hurricane Irma to take a hardship distribution or borrow up to the specified statutory limits from his/her retirement plan.</p>
<p>It also means that a person who lives outside the disaster area can take out a retirement plan loan or hardship distribution and use it to assist a son, daughter, parent, grandparent or other dependent who lived or worked in the disaster area.</p>
<p><strong><span style="color: #990000;">FinCEN offers FBAR relief:</span></strong>&#0160;In addition, FinCEN, which is acronym used by the Treasury Department&#39;s Financial Crimes Enforcement Network, also <a href="https://www.fincen.gov/sites/default/files/shared/FinCEN_FBAR_Filing_Irma_Relief_09-12-2017.pdf" rel="noopener noreferrer" target="_blank">announced</a> today that FEMA designated Hurricane Irma victims have until Jan. 31, 2018, to file their Report of Foreign Bank and Financial Accounts (FBAR) report for the 2016 calendar year. Without FinCEN&#39;s extension, the 2016 FBAR would have been due by Oct. 15.</p>
<p>FinCEN also is following the IRS approach to FBAR filers, including relief workers, who live outside the disaster area, but whose records required to meet the deadline are located in the affected area. FinCEN says it will work with these affected FBAR filers, who should contact the FinCEN Resource Center by calling toll-free 800-767-2825 (or 703-905-3591; regular/long-distance phone charges apply) or emailing frc@fincen.gov.</p>
<p><span style="color: #990000;"><strong>Business breaks, too:</strong></span> As for businesses, the Jan. 31, 2018, extension applies to businesses that got filing extensions originally due in by the end of this week.</p>
<p>Other affected business deadlines that are extended include the Oct. 31 deadline for quarterly payroll and excise tax returns. In these cases, the IRS is waiving late-deposit penalties for federal payroll and excise tax deposits normally due during the first 15 days of the disaster period.</p>
<p>Also, calendar-year tax-exempt organizations whose 2016 extensions run out on Nov. 15 now have until Jan. 31 of next year to file those.</p>
<p><strong><span style="color: #990000;">Automatic relief:</span></strong> Again, as with Harvey tax help, those dealing with taxes in the aftermath of Irma don&#39;t have to ask for this special treatment.</p>
<p>The IRS automatically provides filing and penalty relief to any taxpayer whose address of record with the tax agency is in the disaster area.</p>
<p>If, however, you are eligible for special Hurricane Irma relief and still get an IRS late filing or late payment penalty notice, call the number on the notice to have the penalty abated.</p>
<p>The IRS also says it will work with taxpayers who live outside the disaster area, but who need records located in the disaster zone to meet a now-delayed deadline.</p>
<p>Similarly, if you qualify for relief but live outside the disaster area need to contact the IRS toll-free at 866-562-5227. This includes relief and recovery workers who are in the Irma affected areas as part of a recognized government or philanthropic organization.</p>
<p><span style="color: #990000;"><strong>Tax claim time shifting:</strong></span> Not to run this tax reminder into the ground, but since Irma has been declared a major disaster, taxpayers in those designated areas have a choice on when to claim any uninsured or unreimbursed disaster-related losses on their taxes.</p>
<p>You can claim them as an itemized deduction on the tax return for the year the disaster occurred, which in this case would be the 2017 filing submitted next year. Or you can claim them on your prior year tax return, which is the 2016 filing.</p>
<p>For most folks who choose the prior-year claim, this means you must amend that Form 1040. Get your 2017 return right the first time, which means waiting for all your necessary <a href="http://www.dontmesswithtaxes.com/2018/01/tax-information-statements-due-january-31.html "target="_blank" rel="nofollow"> tax statements</a>, like your <a href=" http://dontmesswithtaxes.typepad.com/dont_mess_with_taxes/2014/01/decoding-your-w-2.html "target="_blank">W-2</a> and the assortment of <a href=" http://www.dontmesswithtaxes.com/2017/01/the-many-versions-of-irs-form-1099.html"target="_blank">1099 forms</a>, that you need to file.<br><br><span style="color: #cc0000;"><b>Feb. 4:</b></span> Are you ready for some <a href="http://www.dontmesswithtaxes.com/2018/01/former-patriots-qb-could-be-biggest-super-bowl-lii-tax-winner.html"target="_blank" rel="nofollow">Super Bowl</a>!?! Of course you are, especially if your team is in the NFL championship game or you just like placing a few gridiron wagers. Even nonsports fans get in on the myriad <a href="http://www.dontmesswithtaxes.com/2017/02/place-your-super-bowl-prop-bets-and-be-ready-to-pay-tax-on-any-winnings.html "target="_blank">prop bets</a>. Remember, though, that whenever any bet comes through, that gambling payout is taxable income. <br><br><span style="color: #cc0000;"><b>Feb. 10:</b></span> Does your job include <a href="http://dontmesswithtaxes.typepad.com/dont_mess_with_taxes/2009/12/food-server-tip-report-your-gratuities.html"target="_blank">tips</a>? If so and you received $20 in tips in January, use <a href="http://www.irs.gov/pub/irs-pdf/p1244.pdf"target=_blank">Form 4070</a> to report them today to your employer. And don't forget to include the <a href="http://dontmesswithtaxes.typepad.com/dont_mess_with_taxes/2010/07/atypical-tips-and-taxes.html"target="_blank">value of atypical tips</a>.<br><br><span style="color: #cc0000;"><b>Feb. 12:</b></span> <a href="http://www.history.com/topics/black-history/black-history-month"target="_blank">Black History Month</a> is celebrated every day this month, commemorating the achievements by black Americans and recognizing the role of African Americans in U.S. history. <br><br>The <a href="http://www.naacp.org/"target="_blank">National Association for the Advancement of Colored People</a> (NAACP), the nation's oldest and largest grassroots-based civil rights organization, was founded on Feb. 12, 1909. That was the centennial anniversary of the birth of Abraham Lincoln, who issued the <a href="http://www.civilwar.org/education/history/emancipation-150/10-facts.html?referrer=https://www.google.com/ "target="_blank">Emancipation Proclamation</a> twice. <br><br> One of the NAACP's key divisions is its <a href="http://www.naacpldf.org/about-ldf"target="_blank">Legal Defense and Educational Fund</a>. <br>If you want to support the Fund's work, you can donate to it and, since it is a 501(c)(3) organization, you can still claim, even with the <a href=" http://www.dontmesswithtaxes.com/2017/12/tax-cut-law-2018-overview-link-collection.html "target="_blank" rel="nofollow">new tax law changes</a>, an itemized tax <a href=" http://www.dontmesswithtaxes.com/2017/11/9-ways-to-maximize-your-giving-tuesday-tax-deduction.html "target="_blank">deduction for your donation</a>.<br><br><span style="color: #cc0000;"><b>Feb. 14:</b></span> Happy Valentine's Day!<br><br>Do you and your better half file a joint return? Most <a href="http://dontmesswithtaxes.typepad.com/dont_mess_with_taxes/2011/02/by-the-numbers-56372881.html"target="_blank">married couples</a> do. Remember to look over the 1040 carefully before you sign it. When both spouses sign their jointly filed 1040, each is <a href="http://www.dontmesswithtaxes.com/2014/02/married-joint-several-tax-liability.html "target="_blank">jointly and severally liable</a> for the entire tax amount due. This means the Internal Revenue Service can come after either spouse for payment of a tax bill, even the spouse who is in more dire financial circumstances. <br><br><span style="color: #cc0000;"><b>Feb. 15:</b></span> The IRS can today start issuing tax refunds that have been on hold because the filers claimed the <a href="http://www.dontmesswithtaxes.com/2018/01/6-special-situations-where-the-eitc-could-help.html"target="_blank" rel="nofollow">Earned Income Tax Credit (EITC)</a> and/or the Additional Child Tax Credit. However, the tax agency cautions that realistically, these refunds probably won't get to taxpayers until the end of this month. <br><br><span style="color: #cc0000;"><b>Feb. 20:</b></span> Today is Presidents Day, officially honoring George Washington, the Father of Our Country. Over&nbsp;the&nbsp;years, however, this federal (three-day, yay!) holiday has come to commemorate the contributions of all our Commanders in Chief. And we've got to give a (another) special shout out to Abraham Lincoln, who essentially was <a href=" http://www.dontmesswithtaxes.com/2009/02/happy-birthday-to-abraham-lincoln-the-father-of-our-tax-system.html "target="_blank" rel="nofollow">father of our income tax</a> system, signing into law a tax on earnings to help pay Civil War costs</a>.<br><br>Nowadays, however, this and other Monday holidays are spotlighted as special shopping days. And if you itemize, you can claim a deduction for the <a href="http://dontmesswithtaxes.typepad.com/dont_mess_with_taxes/2013/01/deducting-sales-tax-on-your-new-car.html"target="_blank">state and local sales taxes</a> you pay, although for the 2018 tax year they might not be as valuable due to the overall <a href=" http://www.dontmesswithtaxes.com/2017/12/tax-bills-10000-deduction-cap-to-include-state-and-local-income-and-sales-taxes-too.html"target="_blank" rel="nofollow">caps on state and local income tax deductions</a> under the Tax Cuts and Jobs Act. <br><br><span style="color: #cc0000;"><b>Feb. 23:</b></span> This usually is a big filing month. Be sure to check out <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free" target="_blank">Free File</a>, the IRS/tax software manufacturer partnership that allows eligible filers to preparer their returns and e-file them for free, is available today. 
<br /><br /><center><a href="http://freefilealliance.org/"target="_blank"><img src="http://dontmesswithtaxes.typepad.com/IRS_Free-File_promo.jpg" alt="IRS Free File; click image for details" border="0" /></a></center><br>If your modified adjusted gross income is $66,000 or less, you qualify this year to use the <a href="http://www.dontmesswithtaxes.com/2018/01/free-file-2018-is-now-open-for-qualifying-taxpayers.html"target="_blank" rel="nofollow">no-cost online tax preparation</a> and e-filing option.<br><br><span style="color: #cc0000;"><b>Feb. 28:</b></span> If you're not a <a href=" http://www.dontmesswithtaxes.com/2017/01/why-we-procrastinate-in-filing-our-taxes-and-how-to-stop-it.html "target="_blank">tax procrastinator</a> and have already filed, you can check the status of your return online at the IRS' "<a href="https://www.irs.gov/refunds"target="_blank">Where's My Refund?</a>" tool. <br><br><span style="color: #cc0000;"><b> Small Business Tax Calendar:</b></span> </span> Important <a href="http://www.tax.gov/calendar/" target="_blank">filing, deposit and record keeping dates</a> throughout the year that your company needs to know.
