overrun with concerned messages from people asking if my family was safe. <!-- /react-text --><a href="/article/guide-helping-victims-hurricane-harvey" data-reactid="131"><!-- react-text: 132 -->Hurricane Harvey<!-- /react-text --></a><!-- react-text: 133 --> made torrential landfall near Corpus Christi on Friday, leaving homes, cars, and highways immersed in water. Although, as a Houston native, I was well aware of the storm, I now live in New York and I had no reason to be alarmed: My family wasn’t, nor were many local residents. Houston’s Mayor, Sylvester Turner, <!-- /react-text --><a href="http://www.cnn.com/2017/08/27/us/houston-evacuation-hurricane-harvey/index.html" data-reactid="134"><!-- react-text: 135 -->stated yesterday<!-- /react-text --></a><!-- react-text: 136 --> that evacuation had not been deemed necessary, and would possibly have caused more chaos. “You literally cannot put 6.5 million people on the road,” he said.<!-- /react-text --></p><p data-reactid="137"><!-- react-text: 138 -->My grandmother, Betty, who lives in South Park, a small neighborhood just outside of downtown that is home to many black and brown working class families, said there was no way she was leaving her house. She had evacuated back in 2005, when an emergency plan was instituted for Hurricane Rita, which hit Houston only three weeks after the devastation of Hurricane Katrina. “We was all scared for nothing,” said Betty, “wasn’t nothing but a drizzle.” During the evacuation in 2005, the highways turned into a 10-mile-long parking lot as we all attempted to escape at once. I remember barbecue trucks lined up on the shoulders of the highway selling smoked drumsticks to vehicles that had stalled, broken down, or run out of gas. Houston—America’s fourth largest metropolis—may well be known as “the Bayou City” for its winding trenches, which weave through the city to catch rainwater and prevent flooding, but it’s a system that’s proven time and time again to be inefficient for a region that is barely above sea level.<!-- /react-text --></p><p data-reactid="139"><!-- react-text: 140 -->When I spoke to my grandmother, she was sitting on her front porch. The storm had begun, and she said her street was flooded. People were wading through in knee-deep water on their way to work, she reported; cars could not access the road. She’s safe, but she has been trapped indoors for days now. Though she doesn’t sound nearly as bothered as you might imagine when she says, “Ain’t no telling how long I’m gon’ be in here,” the rain is falling in record amounts (<!-- /react-text --><a href="https://www.washingtonpost.com/news/capital-weather-gang/wp/2017/08/27/catastrophic-flooding-underway-in-houston-as-harvey-lingers-over-texas/?utm_term=.88e1141bb65c" data-reactid="141"><!-- react-text: 142 -->reaching about 20 inches in just two days<!-- /react-text --></a><!-- react-text: 143 --> across the entire metro area) and is predicted to continue as late as Friday. It is the worst flood Houston has ever experienced; <!-- /react-text --><em data-reactid="144"><!-- react-text: 145 -->The New York Times<!-- /react-text --></em><!-- react-text: 146 --> has <!-- /react-text --><a href="https://www.nytimes.com/2017/08/28/us/hurricane-harvey-storm-flooding.html?_r=0" data-reactid="147"><!-- react-text: 148 -->reported<!-- /react-text --></a><!-- react-text: 149 --> that more than 450,000 people are likely to seek federal aid after it is over. After Hurricane Ike in 2008, which claimed more than 20 lives in the area, my grandparents reconstructed their driveway to be steeper in hopes of protecting their vehicles, as well as the foundation of their home. Unfortunately for would-be evacuees, getting caught on the roadways is the most dangerous during rainfall—because of the way the city is built, within minutes, water rises to curb-level, effectively turning the roads into rivers. The infrastructure of Houston is constantly being rebuilt and reimagined due to flooding, but there are limitations to what can be done in a sprawling, developed city: There is more concrete and asphalt than the natural wetlands and soil to absorb the water; the drainage systems become exhausted. Those systems are constantly being repaired and replaced, but this is usually reserved for neighborhoods with more economic prosperity. Neighborhoods like my grandmother’s have little to no drainage, so water just sits on top of the oversaturated earth. Just as we witnessed in the tragedy of Hurricane Katrina in 2005, resources, aid, and prevention tools are prioritized for the wealthy. It is a particularly cruel twist that many of those worst affected by Hurricane Harvey are those who also <!-- /react-text --><a href="http://www.houstonchronicle.com/news/houston-texas/houston/article/Ten-years-later-Katrina-evacuees-now-part-of-6458412.php" data-reactid="173"><!-- react-text: 174 -->relocated from New Orleans after Katrina<!-- /react-text --></a><!-- react-text: 175 -->.<!-- /react-text --></p><p data-reactid="176"><!-- react-text: 177 -->In addition to the bayous and a naturally absorbent ecosystem, Houston also has the Addicks and Barker dams and reservoirs, designed to capture and contain heavy rainfall. With rainfall reaching 50 inches in some spots, these systems, too, have now reached capacity. The U.S. Army Corps of Engineers will need to release the water, but where? The dams will each release about <!-- /react-text --><a href="https://www.washingtonpost.com/news/post-nation/wp/2017/08/28/houston-releases-water-from-two-dams-in-attempt-to-prevent-uncontrolled-overflow/" data-reactid="178"><!-- react-text: 179 -->4,000 cubic feet of water per second<!-- /react-text --></a><!-- react-text: 180 -->. If the dam overflows through the bayous, it puts the greater metropolitan area at risk. Releasing the water puts some residents near the reservoirs in northern and western Houston in danger of being completely submerged.<!-- /react-text --></p><p data-reactid="181"><!-- react-text: 182 -->The Gulf Coast provides Houston with access to substantial amounts of oil and gas, which contributes to the economic success and thriving job market (Shell and ExxonMobil both have major offices locally). It is also the very cause of Houston’s multi-billion-dollar reconstruction and the reason for its many flood-prevention projects. That’s the exchange that Houston has had to live with. Now at least five people are dead, dozens are injured, and the city has been declared a state of disaster, with President Trump (who <!-- /react-text --><a href="http://www.npr.org/sections/thetwo-way/2017/08/16/543712263/trump-rolls-back-obama-era-flood-standards-for-infrastructure-projects" data-reactid="183"><!-- react-text: 184 -->recently rolled back<!-- /react-text --></a><!-- react-text: 185 --> an Obama-era executive order that infrastructure projects be designed to survive rising sea levels) <!-- /react-text --><a href="https://www.nbcnews.com/politics/donald-trump/trump-visit-texas-tuesday-n796596" data-reactid="186"><!-- react-text: 187 -->scheduled to visit the state on Tuesday<!-- /react-text --></a><!-- react-text: 188 -->. In the meantime, thousands of people are being ushered into the George R. Brown Convention Center in downtown Houston for shelter. The rain is proving relentless, the bayous are bulging, and the catastrophe that was perhaps taken too lightly continues. The numbers will only swell from here.<!-- /react-text --></p><div class="embed cneplaylist-embed-component " hadn’t even thought to call home until my Facebook timeline and text threads became overrun with concerned messages from people asking if my family was safe. [Hurricane Harvey](/article/guide-helping-victims-hurricane-harvey) made torrential landfall near Corpus Christi on Friday, leaving homes, cars, and highways immersed in water. Although, as a Houston native, I was well aware of the storm, I now live in New York and I had no reason to be alarmed: My family wasn’t, nor were many local residents. Houston’s Mayor, Sylvester Turner, [stated yesterday](http://www.cnn.com/2017/08/27/us/houston-evacuation-hurricane-harvey/index.html) that evacuation had not been deemed necessary, and would possibly have caused more chaos. “You literally cannot put 6.5 million people on the road,” he said. \n\nMy grandmother, Betty, who lives in South Park, a small neighborhood just outside of downtown that is home to many black and brown working class families, said there was no way she was leaving her house. She had evacuated back in 2005, when an emergency plan was instituted for Hurricane Rita, which hit Houston only three weeks after the devastation of Hurricane Katrina. “We was all scared for nothing,” said Betty, “wasn’t nothing but a drizzle.” During the evacuation in 2005, the highways turned into a 10-mile-long parking lot as we all attempted to escape at once. I remember barbecue trucks lined up on the shoulders of the highway selling smoked drumsticks to vehicles that had stalled, broken down, or run out of gas. Houston—America’s fourth largest metropolis—may well be known as “the Bayou City” for its winding trenches, which weave through the city to catch rainwater and prevent flooding, but it’s a system that’s proven time and time again to be inefficient for a region that is barely above sea level.  \n\nWhen I spoke to my grandmother, she was sitting on her front porch. The storm had begun, and she said her street was flooded. People were wading through in knee-deep water on their way to work, she reported; cars could not access the road. She’s safe, but she has been trapped indoors for days now. Though she doesn’t sound nearly as bothered as you might imagine when she says, “Ain’t no telling how long I’m gon’ be in here,” the rain is falling in record amounts ([reaching about 20 inches in just two days](https://www.washingtonpost.com/news/capital-weather-gang/wp/2017/08/27/catastrophic-flooding-underway-in-houston-as-harvey-lingers-over-texas/?utm_term=.88e1141bb65c) across the entire metro area) and is predicted to continue as late as Friday. It is the worst flood Houston has ever experienced; *The New York Times* has [reported](https://www.nytimes.com/2017/08/28/us/hurricane-harvey-storm-flooding.html?_r=0) that more than 450,000 people are likely to seek federal aid after it is over. After Hurricane Ike in 2008, which claimed more than 20 lives in the area, my grandparents reconstructed their driveway to be steeper in hopes of protecting their vehicles, as well as the foundation of their home. In the face of [record-high flood levels](https://www.washingtonpost.com/news/capital-weather-gang/wp/2017/08/27/catastrophic-flooding-underway-in-houston-as-harvey-lingers-over-texas/?utm_term=.88e1141bb65c), we don’t know yet how effective that will be.\n\n\n[#image: /photos/59a44bedcbf1c01962e3027e]||||||\n\n\nEven in moderately heavy rains, Houston is susceptible to flooding, but not usually to this magnitude. Unfortunately for would-be evacuees, getting caught on the roadways is the most dangerous during rainfall—because of the way the city is built, within minutes, water rises to curb-level, effectively turning the roads into rivers. The infrastructure of Houston is constantly being rebuilt and reimagined due to flooding, but there are limitations to what can be done in a sprawling, developed city: There is more concrete and asphalt than the natural wetlands and soil to absorb the water; the drainage systems become exhausted. Those systems are constantly being repaired and replaced, but this is usually reserved for neighborhoods with more economic prosperity. Neighborhoods like my grandmother’s have little to no drainage, so water just sits on top of the oversaturated earth. Just as we witnessed in the tragedy of Hurricane Katrina in 2005, resources, aid, and prevention tools are prioritized for the wealthy. It is a particularly cruel twist that many of those worst affected by Hurricane Harvey are those who also [relocated from New Orleans after Katrina](http://www.houstonchronicle.com/news/houston-texas/houston/article/Ten-years-later-Katrina-evacuees-now-part-of-6458412.php). \n\nIn addition to the bayous and a naturally absorbent ecosystem, Houston also has the Addicks and Barker dams and reservoirs, designed to capture and contain heavy rainfall. With rainfall reaching 50 inches in some spots, these systems, too, have now reached capacity. The U.S. Army Corps of Engineers will need to release the water, but where? The dams will each release about [4,000 cubic feet of water per second](https://www.washingtonpost.com/news/post-nation/wp/2017/08/28/houston-releases-water-from-two-dams-in-attempt-to-prevent-uncontrolled-overflow/). If the dam overflows through the bayous, it puts the greater metropolitan area at risk. Releasing the water puts some residents near the reservoirs in northern and western Houston in danger of being completely submerged.  \n\nThe Gulf Coast provides Houston with access to substantial amounts of oil and gas, which contributes to the economic success and thriving job market (Shell and ExxonMobil both have major offices locally). It is also the very cause of Houston’s multi-billion-dollar reconstruction and the reason for its many flood-prevention projects. That’s the exchange that Houston has had to live with. Now at least five people are dead, dozens are injured, and the city has been declared a state of disaster, with President Trump (who [recently rolled back](http://www.npr.org/sections/thetwo-way/2017/08/16/543712263/trump-rolls-back-obama-era-flood-standards-for-infrastructure-projects) an Obama-era executive order that infrastructure projects be designed to survive rising sea levels) [scheduled to visit the state on Tuesday](https://www.nbcnews.com/politics/donald-trump/trump-visit-texas-tuesday-n796596). In the meantime, thousands of people are being ushered into the George R. Brown Convention Center in downtown Houston for shelter. The rain is proving relentless, the bayous are bulging, and the catastrophe that was perhaps taken too lightly continues. The numbers will only swell from here.  \n\n[#cneembed:
